The three reduced-fee licences
California does not have a straightforward senior discount. What it has is a single Reduced-Fee Sport Fishing License at $10.04 — against $64.54 for a standard resident annual — available to three groups:

That is a saving of about $54 a year, and it is the largest discount in the California licence structure by a wide margin.
The senior one is the one people get wrong. Turning 65 does not qualify you. There is no age-only discount in California — the licence is means-tested, and you have to be under CDFW’s income ceiling for that year as well as 65 or older. A comfortable 70-year-old pays the same $64.54 as everyone else.

Note the two non-resident options, which get conflated constantly: a full 365-day non-resident licence is $174.14, while the ten-day non-resident licence is $64.54 — the same price as a resident annual. If you are visiting California for under ten days, the ten-day is not a slightly cheaper option, it is a third of the price.

The arithmetic is simple enough: at $64.54 a year, a lifetime licence bought at 40 pays for itself in about 16 years. Bought at 62 it takes 11.
The Fishing Privilege Package is the part that catches people out. A lifetime licence covers the licence. It does not cover the report cards and validations — the Ocean Enhancement Validation, the lobster and sturgeon report cards — and if you fish those fisheries you need the package on top, or you buy the cards each year like everyone else.

The legal argument nobody makes
Every comparison of lifetime versus annual is an arithmetic one. There is a second argument that is arguably worth more than the money.
Fish and Game Code §12002.2(c): if you produce a lifetime sport fishing licence issued in your name under §7149.2, and the taking was otherwise lawful in season, limit, time and area, the court may dismiss the charge outright.
No annual licence carries that. The nearest equivalent — §12002.2(b), producing a valid annual licence you simply did not have on you — reduces the charge to about $176 to $192 rather than dismissing it.

Where a licence is not needed at all
Three situations, and they are narrower than they sound:
- Anglers 15 and under, anywhere in California, all year.
- Public ocean piers, for anyone of any age, all year. This is the only permanent licence-free saltwater fishing in the state.
- Free Fishing Days, two per year, set by CDFW.
In all three, everything except the licence still applies: bag limits, size limits, closed seasons, gear rules, report cards where the species needs one, and Marine Protected Area boundaries. Wardens work piers and free days specifically because that is where people assume the rules are suspended.

Through CDFW’s Online License Sales and Services, at a CDFW office, or from a licence agent — tackle shops, sporting goods stores and some big-box retailers. The reduced-fee licences are $0.50 cheaper at a CDFW office than at an agent, which is the only place in the fee schedule where that distinction appears.
