Report cards are paperwork you do while fishing
The most common report card citation is not failing to buy one. It is carrying a blank one.
A report card has to be filled in as you fish: the month, day, location code and gear code go in before you start, and the count goes in when you stop. A card with nothing written on it while there is lobster in the bag is a separate offence from anything about the lobster itself — and 14 CCR §1.74 runs about $430 to $485 as an infraction, or $1,135 to $1,300 as a misdemeanor, which is the steepest report-card penalty in the schedule.
Return deadlines cost money. The spiny lobster card is due back — returned or reported online — by April 30. Miss it and CDFW adds a non-return fee to next season’s card. Online reporting is free and takes a minute. The fee exists because return rates are what these fisheries are actually managed on: a card nobody returns is a catch estimate nobody has.
